The militant women’s organization Gabriela held a demonstration on Wednesday in Manila near the US embassy to demand the departure of US troops, at the conclusion of the recent round of military exercises between US and Philippine troops.

Gabriela again called for the abrogation of the RP-US Visiting Forces Agreement (VFA).

Joan Salvador, Gabriela secretary general, claimed that the US presence is felt not only in the Philippines, but in the entire region of Association of Southeast Asian Nations (Asean).

“The superpower is pushing its Asia Pacific Century agenda in the region. Such strong presence spells more trouble than good, especially since this serves to fan war threats from North Korea. The US, with the Aquino government’s complicity, will drag us to war whether we like it or not,” said Salvador.

Gabriela also criticized the statements of Defense Sec. Voltaire Gazmin who declared that the is country open to US basing in case of war in the Korean peninsula erupts.

Salvador said that this is a virtual invitation for war. “What kind of government would put his country at risk of war instead of helping out in finding a peaceful solution to the brewing conflict?” she asked.

The party-list group, Gabriela Women’s Party, meanwhile, also condemned the continued presence of US troops in the country, and said they are “not fooled by the thinly-disguised expansionist agenda of the US in the pretext of humanitarian and disaster preparedness effort via the VFA.”

“The VFA, in the light of the US threats in the Korean peninsula, exposes the Filipino people to a military conflict that we have nothing to do with,” said Gabriela Rep. Emmi de Jesus.

De Jesus said that Balikatan virtually allows the US military to prepare its forces and ammunition for the attack against North Korea and to flaunt its military force in the Asia Pacific.

“The US military has already deployed hundreds of air crafts and warships in the region. Combined with the increasing number of US troops deployed in the Philippines and the frequency of port calls and arrivals of US warships in Philippine seas, it is clear that  the Philippines will be used as a launching pad for attacks against its enemies in the region, added Gabriela Rep. Luzviminda Ilagan.

The protesters tried to reach the US embassy but were pushed backed by the police.

During the program, Gabriela members threw paper airplanes in the direction of the US embassy, with the call to have the US troops sent on the first flight back home.

Tinatayang umabot sa 15,000 katao, karamiha’y kababaihan, ang nagmartsa mula Liwasang Bonifacio patungong Mendiola, sa paanan ng Malakanyang noong Marso 8, pandaigdigang araw ng kababaihan.

Protesta ang porma ng kanilang pagdiriwang — protesta sa anila’y panggagahasa ng kutsabahang Aquino at Obama (administrasyong Aquino sa Pilipinas, at administrasyong Obama sa US) sa inang bayan ng Pilipinas. Kinondena ng kababaihan ang pagtindi ng mga dayuhang eksplorasyon at pandarambong (sa uri ng large-scale mining at oil and gas explorations) at ang tumitinding presensiya ng militar ng US sa Pilipinas.

Anila, pinakahuling patunay lamang ng pagyurak sa pambansang kasarinlan at soberanya ng Pilipinas ang pagkasira ng barkong US na USS Guardian sa Tubbataha Reef sa Sulu Sea, gayundin ang masaker ng mga Pilipino sa Sabah na naggigiit ng karapatan sa naturang lupa.

“Ipinapanagot namin ang rehimeng US-Aquino sa malubhang kalagayan ng kababaihang Pilipino, sa pandarambong at pagkasira ng ating ekonomiya at ang matinding atake sa pampulitika at pang-ekonomiyang karapatan at kagalingan ng kababaihan. Kinokondena namin ang kahirapan at karahasan na nararanasan namin,” sabi ni Joms Salvador, pangkalahatang kalihim ng Gabriela.

Nagsimula ang araw ng kababaihan ng Gabriela, kasama ang iba pang militanteng grupo, sa paglusob ng humigit-kumulang 2,000 katao sa embahada ng US. Pero sa Kalaw Avenue, sa tapat ng National Library, pa lamang ay hinarangan na sila ng daan-daang pulis.

Pagkatapos, tumuloy sila sa harap ng headquarters ng Manila Police District ng Philippine National Police, kung saan ipiniit ang dalawang demonstrador na kabilang sa nagsagawa ng lightning rally sa Gate 7 ng Palasyo Malakanyang noong nakaraang araw. Pinalaya ang dalawa pagdating ng martsa.

Sa hapon, nagtipon ang kababaihan sa Liwasang Bonifacio para magsagawa ng programa hinggil sa “Adyenda ng Kababaihan” para sa nalalapit na eleksiyong 2013. Nagsalita ang mga kinatawan ng mga kandidato sa pagkasenador para ihayag ang kanilang tugon sa naturang adyenda.

Sa iba’t ibang bahagi ng bansa, naganap din ang mga paggunita sa pandaigdigang araw ng kababaihan. Pinangunahan din ng mga tsapter ng Gabriela sa naturang mga lugar, naganap ito sa Baguio, Laguna, Batangas, Iloilo, Bacolod City, Davao City at iba pang probinsiya at lungsod sa bansa.

Mapayapa nang nagdidispers ang nagprotestang kababaihan nang damputin at arestuhin ng mga miyembro ng Manila Police District ang dalawa sa kanila.

Militant women of Gabriela surprised police when they conducted a lightning rally near Gate 7 of Malacañang Palace this morning to protest the Aquino administration’s mishandling of Sabah as well as the “rape of the motherland.”

A scuffle ensued after members of Manila Police District shoved the protesting women away from Malacañang’s Gate 7. According to Joms Salvador, secretary general of Gabriela, at least 10 of their members were injured and two were arrested.

The Gabriela members were already in organized retreat when they again were suddenly attacked by the cops, who attempted to arrest Salvador.

The two, identified as Eule Bonganay of Salinlahi Alliance for Children’s Concerns and Abigail Extremadura of Gabriela, were helping to free Salvador from police when they were arrested and handcuffed.

As of writing, the two are still in Manila PD headquarters for inquest proceedings.

The group assailed President Aquino’s handling of the Sabah crisis that led to several deaths and the grounding of the USS Guardian in Tubbataha Reef. Gabriela said Aquino violated Philippine sovereignty and patrimony.

“The Aquino administration’s three-year rule has a track record fully decked with his grovelling before foreign interests that compromised or severely damaged the welfare of the nation and people,” said Salvador.

Salvador cited the constant violations by the US military of Philippine laws, notably the destructive intrusion into the Tubbataha Reef, and the most recent stonewalling of the Sultanate of Sulu’s efforts to reclaim Sabah from Malaysia.

“Aquino has become the shameless spokesperson for foreign governments. Instead of acting like the President of the Philippines, Aquino has become the defender and ambassador that they can depend on to defend and justify their rape and plunder of our natural resources, and even dispose Filipino citizens to their mercy,” Salvador added.

The group vowed to mobilize thousands of women tomorrow for the International Women’s Day.

Various militant groups called on the resignation of Sec. Corazon “Dinky” Soliman of the Department of Social Welfare and Development (DSWD) amid the non-delivery of promised relief goods to starving victims of typhoon Pablo in Southern Mindanao.

Leaders of Gabriela, Anakbayan, Kilusang Mayo Uno (KMU), Koalisyon ng Progresibong Manggagawa at Mamamayan, Balsa Mindanao and Kalipunan ng Damayang Mahihirap, among others, called Soliman and the Aquino administration “stone-hearted” for hoarding relief goods from the victims.

This led to the victims barricading the DSWD office in Davao City and for barging in on its warehouse in “confiscate” the relief goods.

The DSWD has since claimed it has “settled” the dispute with the Pablo survivors, after promising, again, to provide for relief goods for six months and not filing cases against the survivors.

Joms Salvador, Gabriela secretary general, blamed DSWD for the commotion and condemned Soliman for resorting to violence to disperse the barricading survivors and even threatening to file a case against the protesters.

“Soliman has no place in public service especially in an agency established to provide help to the marginalized people. She should be removed from her position because of her incompetence and questionable conducts in the calamity caused by typhoon Pablo,” Salvador said.

Anakbayan Chairperson Vencer Crisostomo said that Soliman has “lost all credibility” in implementing relief operations. He also said the administration should conduct an investigation into reports of corruption in DSWD.

Salvador demanded that the DSWD to make an inventory of every relief goods and donations and investigate whether or not all of the said materials are all accounted for and given to typhoon victims.

Barug Katawhan, the movement created by Typhoon Pablo survivors, said it held two formal dialogues with the DSWD to release 10,000 sacks of rice promised by Soliman, after having barricaded the Montevista Highway last January 15.

The agency, however, set nine pre-conditions for the survivors, including asking Barug Katawhan to produce a list of all beneficiaries.

Francis Morales, Balsa Mindanao executive director, said it is the government’s responsibility to account for the survivors.

“The universal code of ethics in developmental work that the DSWD has clearly forgotten is that humanitarian aid must be given based on need alone and that politics, religion or gender shall not be used to discriminate against victims of man-made or natural calamities,” Morales said.

According to Mayang Taldo, president of Gabriela in Brgy, Bagong Silangan in Quezon City, their members and community members stand in solidarity with the Pablo survivors.

Taldo said that residents of Bgy. Bagong Silangan were survivors, too, of typhoon Ondoy in 2009 and during the monsoon floods last year. Like the Pablo survivors, they also experienced being were fed with rotten rice from the DSWD warehouse.

Crisostomo called on the attention of the international community to continue donation relief goods to the victims via non-government bodies like Balsa Mindanao rather than forward it to DSWD.

“We will also conduct our own relief operations in our school to help our fellow countrymen because it is evident that the government does not perform their obligations to its people properly,” he added.

Meanwhile, KMU called Soliman’s statement in a Malacañang briefing that the protestors were “merely duped” into joining the protest and that her office will sue the protest leaders, as an act of desperation aimed at hiding the truth about the government’s relief drive.

“The protest is over but Dinky remains in a state of denial about the government’s insufficient relief drive. The number of the protestors and the militance of their actions which forced the DSWD to condede to their demands – all these show that they are really hungry and angry,” said Roger Soluta, KMU secretary general.

“Leaders are instrumental to protests, but they are not the decisive factor. Many people joined the Davao food protest because they know in their guts that the government is denying them relief goods,” he added.

Umuunlad na raw ang ekonomiya. Patunay dito ang pagtaas nang 6.6 porsiyento ng Gross Domestic Product (GDP) noong 2012. Pero malayo ito sa nararamdaman ng kababaihan at mamamayang Pilipino.

Para sa militanteng kababaihan, walang dapat ipagbunyi rito, dahil di naman umano ramdam ang anumang pagtaas sa GDP o pag-unlad sa ekonomiya. Hindi raw naipapakita ng pagtaas ang pag-unlad sa kalagayan ng kababaihan.

“Simple lang ang pamantayan ng mga nanay — hindi ang rising economy,” sabi ni Cham Perez, research director ng Center for Womens Resources (CWR), sa isang porum hinggil sa kalagayan ng sektor ng kababaihan. Aniya, ramdam ng mga kababaihan ang paglago ng ekonomiya kung nakakasapat ang kinikita ng bawat pamilya para tugunan ang pangangailangan sa araw-araw.

Hangad ng bawat ina ng pamilya na magkaroon ng pagkain para sa pamilya, pambayad ng utilidad tulad ng kuryente at tubig, gayundin ang gastusin sa pagpapa-aral sa mga anak. Kaya’t simple lang pamantayan o sukatan ng kababaihan sa pagtakda kung lumago nga ang ekonomiya: pagkain sa bawat mesa,regular at disenteng trabaho, libreng serbisyong panlipunan. Ibig sabihin umuunlad ang ekonomiya kung wala o nabawasan ang naghihirap at nakakaranas ng gutom.

Gutom pa rin ang pamilya ng kababaihan.

Sa pinakahuling datos ng National Statistics Coordinating Board (NSCB) noong 2009, bumaba ang poverty incidence (mga taong naghihirap) sa 20.9 % mula 26.3% noong 2006. Pero ayon sa CWR, hindi repleksiyon ng umuunlad na ekonomiya ang pagbaba ng bilang ng mga naghihirap.

“Ni-refine ng NSCB ang depinisyon ng mahirap,” ani Perez. Sa pamamagitan umano ng refinement ng NSCB sa menu (pinakamurang pagkain na masustansiya), kailangan lamang ng bawat pamilyang may limang miyembro ang P162.35 kada araw para sa pagkain, o P32.46 kada tao.

Pero sabi ng CWR, kahit nagkaroon ng refinement sa menu ang NSCB hindi pa rin nito nabawasan ang bilang ng nagugutom. Hinimay nila ang menu ng NSCB at lumalabas na P42.24 kada tao ang kailangan para sa pagkain sa kada araw o P214.24 sa lima kataong miyembro ng pamilya.

“Ginamit pa rin namin ang menu ng NSCB isinama lang namin ang ibang sangkap para sa mga pagkain,” paliwanag ni Perez. Tipid na tipid na nga daw ang kuwenta nila.

Sabi pa ng CWR, kabalintunaan ang “rising tiger” na ipinagmamalaki ng gobyerno. Ilang administrasyon na ang nagsabi nito. Pero hilahod pa rin ang marami sa mga mamamayan lalo na ang kababaihan na siyang nagbabadyet sa papaliit na sahod, kahit pa pagsamahin ang sahod ng buong pamilya.

Lubha umanong maliit ang minimum na sahod kumpara sa mabilis at walang humpay na pagtaas ng mga presyo ng batayang bilihin at serbisyo. Dagdag pa, marami sa mga kababaihan ang walang hanapbuhay.

Kababaihan sa lakas-paggawa

“Nanatili ang malaking agwat ng partisipasyon ng kababaihan sa labor force,” ani Perez.

Kahit ang International Labor Organization, kinilala na hindi nadagdagan ang tantos ng kababaihang walang trabaho — 6.7% noong 2012 na pareho pa rin sa nagdaang taon ng 2011, kumpara sa 6.6% na naitala sa kalalakihan. Ayon kay Perez, maliit na nga ang bilang nga kababaihang may trabaho, mas maliit naman ang sinasahod nila. “Signipikante ang agwat sa average daily basic pay ng kababaihan at kalalakihan; mas mataas din ang bahagi ng kababaihang low paid workers,” aniya.

Sabi pa ni Perez, lubhang limitado ang mga trabahong maaaring makuha ng kababaihan. Karamihan pa  ang nasa pagbibigay serbisyo. Halos kalahati o 68% ng kababaihan. Pero kalakhan naman sa mga ito ang kontraktuwal (85%) na tumatagal lamang sa 3-4 na buwan.

Isa sa pa rin sa pangunahing inilalako ng gobyerno para magkaroon ng trabaho ang mga kababaihan, ang pangingibang bansa. Ayon sa CWR, 7 sa 10 nangibang bayan na kababaihan ang nasa serbisyong pribado, karamihan domestic worker na bulnerable sa pang-aabuso. Nababahala din ang grupo sa lumalaking bilang ng mga migranteng kababaihan na bata (15-24 taong gulang), “napakabulnerable nila sa abuso, dahil bata, takot silang magsumbong,” paliwanag ni Perez.

Pantakip sa kakulangan

Sa matinding kahirapan na nararanasan, napipilitan  ang kababaihan na maghigpit sa kanilang badyet.

Sa pananaliksik ng CWR, mayorya sa kababaihan sa komunidad ang nagsabing tinitipid nila ang kanilang gastusin. Una na rito ang pagbawas sa paggamit ng kuryente, tubig at iba pang gastusin, para lamang matustusan ang batayang pangangailangan ng pamilya – ang pagkain. Bago matapos ang taong 2012, iniulat ng International Food Policy Research Institute (IFPRI) na lumala ang kagutuman sa Pilipinas, nasa ika-27 sa hunger incidence sa buong mundo.

Pero sa halip na tugunan ng gobyerno ang lumalalang kagutuman, sinabi ng grupo na tinatapalan lamang ito ng iba’t ibang iskema tulad ng conditional cash transfer o Pantawid Pamilyang Pilipino Program. At dahil sa dole-out ang programa, hindi umano nakakatulong sa kababaihan ang mahigit isanlibong pisong mula sa programa. Sa sarbey ng grupo sa mga benepisyaryo ng programa, 77% ang nagsabing mas nanaisin nilang magkaroon ng permanenteng trabaho o pangmatagalang pagkakakitaan kaysa umasa sa programang walang katiyakan.

Kahit daw ang suporta sa mga magsasakang kababaihan na micro credit o maliitang pautang hindi nakakatulong para maibsan ang kahirapan sa kanayunan. “Hindi epektibo ang pagpapautang para gamitin sa produksiyon ng mga magsasaka,” giit ni Perez. Aniya, sa mga mahihirap na naging bahagi ng programa, ginamit ang perang nakuha sa mas batayang pangangailangan katulad ng pagkain, gamot at gastusin sa pag aaral.

“Wala kasing sariling lupa ang mga magsasakang kababaihan,” reaksiyon naman ni Lita Mariano, pangalawang tagapangulo ng Amihan, isang organisasyon ng mga magsasakang kababaihan. Bukod sa kawalan ng lupa, napakataas din ng gastusin sa produksiyon, kahit sa isang ektarya lang ng palayan.

Sabi ni Mariano, aabot sa P56,000/kada ektarya ang gastos sa produksiyon kasama na ang bayad sa upa sa lupa. Dagdag niya, sobra naman ang pambabarat sa kanilang produkto, sa anihan P12-14/kilo lamang ang bili sa kanilang palay, pero kung bibili naman ang mga magsasaka ng bigas mahgit P30.00 na kada kilo ang bigas.

Giit ng CWR na bukod sa hindi na nakakatulong ang mga programa na maibsan ang kahirapan batbat pa ito ng anomalya at korapsiyon.

“Trabaho ang kailangan ng kababaihan, gayundin ang abot kamay na serbisyong panlipunan,” giit ni Perez.

Wala nang sapat na trabaho, matindi pa ang kahirapan at kagutuman. Hindi pa maabot ang batayang mga serbisyo ng gobyerno, tulad ng edukasyon at kalusugan. Nais pa ng gobyerno na kontrolin ang populasyon bilang tugon sa pagbawas ng mahihirap. Kahit umano naipasa ang Reproductive Health Bill, hindi umano ito totoong komprehensibong tugon sa pangangailangan pangkalusugan ng mga kababaihan.

Kasabay kasi nito ang pagsasapribado ng 26 pampublikong ospital, kasama na ang Fabella Hospital na pangunahing ospital paanakan sa Metro Manila. Gayundin, ipinatupad ng Department of Health o DOH ang programang PRISM (Private Sector Mobilization) ng United Nations Agency for International Development (USAID) para diumano sa proyektong kalusugan para sa pamilya.  Pero nakatuon naman daw ito sa pagkontrol ng populasyon at paggamit sa pribadong mga klinika para mapaunlad daw ang kakayahan ng 300 midwives.

Ayon pa sa CWR, mas malaki ang gastos sa kalusugan ng bawat mamamayan kaysa sa suporta ng gobyerno para rito. “Galing ito sa sariling bulsa ng mga mamamayan,” sabi ni Perez. Aabot kasi sa 60% ang pribadong ospital, samantalang isinasapribado naman ang mga ospital at mga serbisyong pangkalusugan, at ang alokasyon ng badyet sa kalusugan, napupunta sa negosyong PhilHealth na ginagamit lamang sa pogi points ng  gobyerno.

“Hindi nakakapagtatakang 12 nanay ang namamatay kada araw, hindi unwanted pregnancy ang dahilan nito kundi walang akses sa serbisyong pangkalusugan,” ani Perez.

Maliban sa serbisyo sa kalusugan, hirap din ang kababaihan sa patuloy na pagsirit ng presyo laluna nang langis. Sa buwan pa lang ng Pebrero, apat na beses nang nagtaas ang presyo ng krudo nito. Samantala, tumaas ang presyo ng Liquified Petroleum Gas (LPG)  nang 376%. Noong 1998, nasa P165.00 kada tangke ang presto nito. Ngayong 2013, nasa mahigit P700 na itogobyerno. “Dahil sa pagtaas ng presyo ng LPG, naitala ang pagpapalit gamit sa pagluluto ng mga nanay mula LPG patungong uling o kahoy,” sabi ni Perez.

Bukod pa rito, muling itataas ang singil sa kuryente (19 sentimos para sa universal charge) sa buwan ng Marso, gayundin ang tubig (P10.00 sa Maynilad at P5.00 sa Manila Waters) sa mga susunod na buwan.

Iginigiit ng grupo ng kababaihan na ang patakaran ng matuwid na daan ni Pangulong Aquino ang dahilan ng pagiging rising tiger ng Pilipinas. Pero para lamang sa mga malalaking negosyante at dayuhang mamumuhunan.

Hirap na, inaabuso pa

“Habang dumarami ang nagugutom, naghihirap at walang trabaho, kasabay din nito ang pagdami ng karahasan sa kababaihan,” pahayag ni Perez.

Mismong sa tala ng Philippine National Police – Women’s Desk, lumaki an bilang ng mga babaing inaabuso. Ayon sa ulat ng PNP, may 5,180 kaso ng panggagahasa noong 2012. Pito sa bawat sampung biktima ay bata. Nangangahulugan na kada araw, 14 na kababaihan o bata ang nagiging biktima ng rape o incest. Samantalang isang kababaihan o bata ang sinasaktan sa bawat 34 minuto.

Ngunit pinakamasahol umano ang pang-aabusong seksuwal ng mga awtoridad ng estado partikular na ang mga militar, kung saan nakapagtala ang CWR ng 10 kaso noong 2012. Karamihan, hindi na nagsasampa ng kaso dahil sa takot o pinagbabantaan. Ibinigay na halimbawa ng CWR ang kaso ng isang 21 taong gulang na halinhinang ginahasa ng mga elemento ng 19th Infantry Batallion sa Masbate.

Maliban pa sa seksuwal na pang-aabuso, pangunahing kababaihan at bata ang nakakaranas ng hirap at pang-aabuso ng mga militar sa kanilang kampanyang kontra-insurhensiyang Oplan Bayanihan na nagtatago sa temang “peace and development”. Ayon sa grupo, may 15 kababaihan ang pinaslang noong 2012, isa na rito si Juvy Capion, lider kababaihan ng tribung B’laan sa Mindanao na tutol sa pagmimina ng dambuhalang korporasyon ng SMI-Xstrata. Kasamang napatay ang dalawang anak ni Capion. Nabibilang ang dalawang batang Capion sa 12 batang napatay noong 2012 dahil sa mga operasyong militar.

Dagdag pa, kababaihan at bata ang pinakabulnerable sa panahon ng kalamidad. Kamakailan lamang, inuulat ng United Nations Office for Coordination of Humanitarian Affairs (Unocha) na tumataaas ang malnutrisyon sa hanay mga biktima ng bagyong Pablo sa Compostela Valley at Davao Oriental. Dahil daw ito sa patuloy na kawalan ng maayos na tirahan at pagkukunan ng ikabubuhay. Libu-libong kababaihang buntis at nagpapasuso ang nangananib din sa malnutrisyon.

“ Kahit sa aming mga pag-aaral noon, karaniwan na ang mga ganito sa ebakwasyon dahil 85% ang mga babae at bata,”  ani Jojo Guan, executive director ng CWR. Sinabi nito na dahil sa kawalan ng maayos na tirahan sa mga ebakwasyon nasa alanganin ang kalusugan ng mga bata at kababaihan. “Bulnerbale pa sila sa panghaharas,” aniya. Sabi pa ni Guan, habang tumatagal ang mga biktima ng Pablo sa ebakwasyon, simbolo naman ito ng kapabayaan ng gobyerno sa batayang pangangailangan ng mga biktima. Hindi rin daw planado ang pagharap ng gobyerno sa mga kalamidad. “Alam naman natin na mahigit sampung bagyo ang dumadaan sa Pilipinas kada taon, pero lagi tayong naso-sorpresa,” aniya.

Dagdag pa ni Guan,  “Sinasabi ni PNoy na ang mga tao ang boss niya, na gumaganda na ang ekonomiya. Pero simpleng pagresponde sa mga biktima, hindi magawa. Hindi lang kasinungalingan. Mapanlinlang ito,” ani Guan. Sa nakaraang mga araw, lumabas sa midya ang maanomalyang pagtatayo ng mga bunk house para sa mga biktima, maliban pa sa reklamo ng mga ito na kulang o hindi nakakarating ang relief goods laluna sa mga liblib na lugar.

Kaya’t hindi naniniwala ang kababaihan na sa ipinagmamalaking “rising tiger” na ekonomiya. Pasusubalian nila ito sa pamamagitan ng kanilang “rising protest.”

“Hard times require furious dancing.”

Thus said Alice Walker, American writer, activist and one of many supporters of the One Billion Rising campaign across the globe. The quote is an apt explanation for the fury and celebration that was One Billion Rising Philippines last February 14, 2013, when thousands of Filipinos — women, men and children — went on large, mostly outdoor, gatherings and danced and protested.

Led worldwide by V-Day founder Eve Ensler, One Billion Rising as a campaign focused on violence against women. But in the Philippines, women and men who participated brought to attention various forms of violence against women, from physical abuse, rape and sex trafficking, to political repression and economic violence that women bear the brunt off, especially in impoverished countries like the Philippines.

By all accounts, in different provinces, One Billion Rising Philippines was a success, and pooled the efforts of sectoral organizations, as well as politicians,civic leaders, artists, schools and universities, and commercial establishments. But undeniably, it is the militant women’s organizations, led by Gabriela and Gabriela Women’s Party, that successfully raised the level of discourse, by way of seeing clear connections between the phenomena of violence against women and the oppressive, patriarchal culture, the backward, underdeveloped economy, the deep-seated corruption and the persistence of imperialist domination upon the land and our people.

The battle lines have been sharply drawn in these hard times. After February 14, we can only expect the furious dancing and singing, and protesting, to continue and grow.

Members of militant women’s alliance Gabriela yesterday protested  the US military intervention in the Philippines, as well as the various government policies that adversely affect Filipino women and the people.

And they did it through dance: a flash mob of the One Billion Rising (OBR) anthem “Isang Bilyong Babae ang Babangon” in the middle of the bustling intersection of Legarda and Recto Avenues, near Don Chino Roces (formerly Mendiola) Bridge, in Manila.

In a statement, Gabriela said the protest action kicks off the month-long series of actions, including the global day of dancing and protesting for OBR on February 14, and will culminate on March 8, the International Women’s Day.

Gabriela Rep. Emmi de Jesus said that they launched the action to protest the Aquino government’s complicity with the US military violations of the country’s national sovereignty and even abuse of women.

“When we rise against violence (in OBR), what we want to show is primarily state-instigated violence. (This includes) all the policies of the government that opens the gate for (Filipino) women to experience different kinds of violence,” De Jesus said.

She reiterated Gabriela’s call to scrap the PH-US Visiting Forces Agreement (VFA) that reinforces the one-sided relationship between the Philippines and the US. The VFA mainly benefits US interests, De Jesus said.

“Why do we allow the use of Philippine soil for their military exercises when in fact we are not associated with their wars of aggression?” De Jesus asked.

Meanwhile, Nitz Gonzaga of the women’s department of Kilusang Mayo Uno (KMU) said the OBR movement is not only a protest against gender-based violence.

She said it is also a protest against many issues confronting women, including the rampant demolition of urban poor communities as well as the lack of policies that favor workers such as substantial wage hikes, abolition of contractualization of work and others.

Gabriela also criticized the Aquino administration for pushing for the privatization of public hospitals, including the Philippine Orthopedic Center, where many impoverished women and men turn to for medical assistance.

According to medical doctor Julie Caguiat of Doktor Ng Bayan - Network Opposed to Privatization, public health services under President Aquino are becoming even more privatized and profit-oriented in the country, to the detriment of many women and men who can ill-afford expensive medical care.

The flash mob commenced a series of activities for OBR’s global campaign against violence against women (VAW). In the Philippines, it is led by Gabriela, Gabriela Women’s Party and New Voice Company.

According to Joms Salvador, Gabriela secretary-general, there will be similar events leading up to the “main rising” on February 14 at Tomas Morato Avenue in Quezon City, and in different parts of the country.

This event will raise issues such as imperialist plunder, poverty and VAW. Salvador said the protests will also focus on the “rape of Tubbataha” by the US military, as well as the “rape of the Motherland” through US military, political and economic intervention in the country.

The activity will also raise issues that deeply affect Filipino women and people, including increasing costs of public utilities such as water and electricity, privatization of social services and, of course, increasing number of VAW cases as economic crisis intensifies.

“Filipino women are joining a billion people in nearly 190 countries next week to protest VAW, the rape by foreign military troops of our Motherland and our women, and poverty and economic policies that destroy our lives,” Salvador said.
