UPDATE (1 July 2014): The Supreme Court has declared parts (albeit most important ones) of President Aquino’s memoranda and other declarations regarding Disbursement Acceleration Program (DAP) as unconstitutional. Months before the decision came out, several lawmakers, organizations and constitutional experts have already expressed their opinion on DAP’s unconstitutionality. Worse, this lump-sum fund, taken from “savings” of many government agencies, has supposedly been used as “bribe” for senators who voted to remove impeached Chief Justice Renato Corona in 2012. And due to its nature as a “presidential pork”, DAP is prone to corruption as any pork barrel fund.
